Initial Scope of Work

  • Need to understand the significance of UGA's impact on the local and regional economy
  • Need to diversify the economy away from UGA
  • ACC is two worlds, over- and under-educated, need to plan for the level of jobs in inner-city areas, foster entreprenuerism, and find needs at tech skills
  • Address under-employment issues
  • Protect sustainable jobs
  • Address re-entering people from criminal justice system
  • Establish community value statement of employment practices
  • Impact of the regional economy on local employment
  • Employment opportunities that will provide job skills, adequate health care, dependable transportation, child care and affordable housing
  • Suitable jobs for suitable job skills

  • Research current market for existing jobs, desired jobs, wages, and pay scales
  • Engage small & large businesses and entrepreneurs (living wage?)
  • Acquisition of jobs and employment opportunities that will sustain families.

The initial work program involves at least three sets of activities:

  • Define the issue. Take sufficient time to determine the scope of work for the subject area. The focus is, "In what ways does the subject affect persistent poverty?"
  • Measure. To identify bench marks for communicating the problem, measuring progress and ensuring accountability. "What needs to be understood in order to craft meaningful change strategies?"
  • Implementation strategies. To determine the most effective way to address the problem. To determine the most effective way to include considerations of culture, family and race on successful recommendations.
